lack of planning on my part.............

On December 6th, 1941 FDR was meeting with his cabinet to devise a sneak attack on Japan. After spending the previous eight months disregarding Japan as a potential threat, he had awoken that morning with a burning desire to take on those crazy cats who worshipped their emperor as a god. No one had questioned the $43 million carrot he'd dangled in front of their government a few months earlier who would have guessed it was a ruse to lull them into a sense of complacency.

ok, maybe not exactly but equally as plausible.
