The final version of the bill approved by both the House and Senate included just over $104 million for the community-based abstinence education grantsThat's a 39% increase beyond the $70 million that was approved in the fiscal year 2004 version of the bill.
$104 million to tell teenagers not to have sex? I would have done it for half that and tossed in information on protecting one's self from STDs and pregnancy. We'd sure hate to raise a generation of frightened and ignorant youth who don't have the tools necessary to function in society, now would we?

Posted by: Tommy F at November 23, 2004 11:34 AMThe state of Michigan requires that one of a girl's parents give permission for an abortion, but a judge can excuse the girl from this requirement. Birth control is not illegal in the state of Michigan. The state of Michigan public schools teach birth control as part of sex ed. I cannot find anything that demonstrates they teach abstinence or only teach abstinence but it they do teach birth control as a means of safe and responsible sexual behavior.
So: In a state that teaches teens about birth control and where abortion is legal a 16 year old pregnant teen asks her boyfriend to hit her in the stomach with a baseball bat every day for three weeks until she miscarries the six month old child living within her and that's society's fault somehow? Ok. Explain. Please. It would seem to me as though there must be something much more to the story and that simply excusing it as a "culture we might have created that caused a teen to go these extremes" is a very escapist viewpoint and much too simple to be the true root cause here.
Andy: Good points BUT: (1) We adults have to remember that teen-agers for the most part do not think like adults. And for some reason, when the "thinking" relates to sex, STDs, contraception, and condom use, the thought processes of American teens are even more dysfunctional than those of their counterparts in advanced countries. (2) We need some comparative research on incidents similar to this (ie, attempts to trigger miscarriage) in Michigan before the parental notification law went into effect. It's quite possible that without a parental notification law in effect, this teenage girl, with the help and support of an older sibiling or friends, would have made arrangements for an abortion instead of relying on baseball bat whacking.
